If you are in a workgroup environment, in order to select subscribers in the alert editor you will have to associate that local user account to a POP3 mail box. To do this, add the local windows user account to POP3 Users Group. To have more info on alerts editor, click here.
In WPF, make use of CompositionTarget.Rendering event to calculate the frame per second. The CompositionTarget represents the display surface of the current page. Download the sample here.
